On May 14, 2022, the 4th Council Meeting of the Shenzhen Lions Club for 2021-2022 was held at the Shenzhen Lions Club Office. The directors at the meeting deliberated and approved the Schedule of Preparatory Work for the Election of the 20th Session of the Shenzhen Lions Club Members’ Congress, the postponement of the renewal of the Shenzhen Lions Club, and the candidates for the Board of Directors and the Board of Supervisors in 2022-2023. The Work Responsibilities and Personnel List of Each Group of the Election Office of the 20th Congress of Members, the reply to the Board of Supervisors, the list of the third batch of members, the funding of students in Daliang Mountain, the project of Caring for Poor children, the plan of handling the audit recommendations of Yongtuo Accounting Firm on the outgoing Audit report of Shenzhen Lions Club in 2020-2021, the proposal of the renovation of the office of Shenzhen Lions Club And the Hearing Procedure of the Shenzhen Lions Club. They also announced the 2022 New Year Charity Gala and the 20th anniversary celebrations, and discussed matters related to the adjustment of membership dues.
The meeting was attended by 30 directors of Shenzhen Lions Club, including President Guo Yongyong, first Vice President Peng Daojian, second vice President Nie Xiangdong, Chief Financial Officer Xu Qiubin, Chief General Officer Tan Fei, Chief Picket Officer Li Zhou and Executive Deputy Secretary General Zhao Hui. Lin Ziyu, former Chief Supervisor of Domestic Lions Association, former president of Shenzhen Lions Club and Chairman of District Annual Meeting Committee, Tian Xingxing, Chief Supervisor of Shenzhen Lions Club, Deng Yi, Deputy Chief supervisor, Zhou Zhihui, Secretary General of the Board of Supervisors, Wu Zhijian and Huang Shaofang, Chairman of System Construction and Law Committee Liu Guojiang, Executive Chairman of District Annual Meeting Committee Zhang Li and Director General Ma Huijuan attended the meeting. The conference was presided over by Qian Lin, chairwoman of the first District, and Cao Meixiu, chairwoman of the 13th District, and Jin Qian, chairwoman of the 14th District, as executive chairwoman.
Due to the complex and changing situation of the COVID-19 epidemic, the preparatory work for the 2nd 10th Session of the Lions Club Shenzhen General Assembly election has not been carried out as planned. President Lin Ziyu said that in order to promote the orderly conduct of the election of the 20th session of the Lions Club Shenzhen General Assembly, The 2021-2022 Council of LIONS Club Shenzhen authorized the Preparatory Committee for the election of the Second 10th General Assembly of Members to adjust the working hours and contents according to the actual situation, and actively promote the election work. President Guo Yongyong said that due to the complex and changing situation of the epidemic, the council was unable to hold the general meeting of members’ representatives at the time stipulated in the articles of association. According to the articles of association and relevant laws and regulations, the postponement shall be approved by the board of directors, submitted to the competent business unit for examination, and approved by the organization registration and administration authority. The current Council will continue to actively promote the election of a new term.
Entrusted by Lu Zhiqiang, leader of the Qualification Examination Group, Fei Jun, member of the Qualification examination Group, briefed the preliminary examination of the candidates for the Board of Directors and the Board of Supervisors in 2022-2023. As of April 29, the Shenzhen Lions Club Office has received 40 applications for directors and 11 applications for supervisors. The qualification examination team conducted the examination in strict accordance with the articles of association and the election work program, comprehensively and meticulously checking the information submitted by the candidates and the receipt of the money pledged to the District Council in the past year, etc., to ensure the authenticity and effectiveness of the registration materials.
Entrusted by Lai Zhuonie, Secretary of the Party branch of Shenzhen Lions Club, Chief Supervisor Tian Xingxing reported the opinions of the Party branch of Shenzhen Lions Club on the review of the preliminary examination results of the qualification panel. The Party branch agreed with the opinions of the qualification panel that 37 people meet the requirements for the election of directors and 11 people meet the requirements for the election of supervisors, and agreed to submit the opinions to the Standing Council and the Board of directors for discussion and vote. Chairman Lin Ziyu read out the report on the qualification of candidates for the Board of Directors and the Board of Supervisors of the Shenzhen Lions Club in 2022-2023.
Nie Xiangdong, the second Vice President, made further explanation on the List of Work responsibilities and personnel of Each Group of the Election Office of the 20th Congress of Members.
From January to May 2022, the Supervisory Board of the Shenzhen Lions Club sent six recommendations to the Board of Directors concerning the documents related to the 20th General Assembly of Members, issues related to the Jinming Art Service Team, the Hearing Procedure of the Shenzhen Lions Club, the bidding of the LED screen in the large meeting room of the Procurement Office, and the implementation of the “Double fee Management”. Chairman Guo Yongyong thanked the Board of Supervisors for their valuable advice and submitted 4 copies of the letter to the Board of Supervisors on relevant issues for discussion and deliberation.
The meeting also voted on the list of the third batch of prospective members, the funding of students in Daliang Mountain, the launching of the poor children Care project, the handling plan of the audit recommendations of Yongtuo Accounting Firm on the outgoing audit report of Shenzhen Lions Club from 2020 to 2021, the proposal for the renovation of the office of Shenzhen Lions Club, and the hearing Procedure of Shenzhen Lions Club.
Peng Daojian, the First Vice President of Shenzhen, informed that due to the instability of the epidemic in Shenzhen, the 2022 New Year Charity Gala has been postponed again and again. The charity heart of the Lions is ready to go, but we hope that everyone can put the overall situation in the first place, abide by the relevant regulations of epidemic prevention and control, and protect the hard-won achievements of epidemic prevention and control. Arrangements will be made after the event is approved by relevant authorities.
Nie Xiangdong, the second Vice president of Shenzhen Lions Club, announced the planning plan of the series of celebration activities for the 20th anniversary of Shenzhen Lions Club. The series of activities were divided into four chapters. The first interview with the presidents (directors) was the “largest in history” in terms of the interview time and the number of online viewers. Next, three chapters will be launched with the theme of Glory Days, Harmony and joy, the past and the future. I hope the wonderful program will give the Lions a sense of ceremony, and let the Lions know more about the history of the Shenzhen Lions Club, so that they can better help themselves and serve the society.
Xu Qiubin, Chief financial officer, said that according to the Regulations of The State Council on the Registration and Administration of Social Organizations, the relevant regulations of the Ministry of Civil Affairs and Finance on the membership fees of social organizations, and the Measures for the Management of the Membership Fees of the Domestic Lions Federation, and considering the actual situation of the Shenzhen Lions Club, the membership fee standard will be adjusted. It also introduces in detail the adjustment plan of membership fee standard, the main reasons for adjusting membership fee, the purpose of adjusting membership fee and the direction of use. The participating directors discussed the adjustment plan and made suggestions.
Chief Supervisor Tian Xingxing expressed his supervision opinions, emphasizing his reservations on the Board’s response to the “Hearing Procedure of Shenzhen Lions Club” and the investigation of Jinming Art Service Team. He also put forward specific supervision opinions on the issues related to the 20th session of the Board of Directors’ Congress, the development of Daliang Mountain education, care for poor children, office renovation, and the implementation of “Dual fee Management”. At the same time, he raised objections to the order of the agenda of the board of directors, and suggested that the Shenzhen Lions Club further improve the management of complaint handling, standardize the signature of documents, ensure that the recommendation letter of the board of supervisors is communicated to each director, hold the district meeting in various ways, and convey the work of the district committee. He hoped that the directors and supervisors could fulfill their donation pledges as soon as possible during their term of office.
President Guo Yongyong made a concluding speech, thanking the Board of Supervisors for their suggestions on the work of the Board of Directors and responding to the opinions put forward by the Board of Supervisors. He said that the SZ Lions Club Council strictly adhered to the regulations of the SZ Lions Club and the Working Rules of the SZ Lions Club, and the meeting and service procedures were the same as those of the past 20 years. Since the establishment of the Shenzhen Lions Club 20 years ago, the corporate governance system has been gradually complete and the system construction has been continuously improved. However, the problems exposed in the process of its growth have hindered the healthy development of the organization. In order to strengthen the implementation of the rules and regulations of the Shenzhen Lions Club and promote the further improvement of the organizational governance level, the Board of Directors of the Shenzhen Lions Club sorted out the relevant rules and regulations and made up for the gaps, so as to make the perfect system management organization and make the Shenzhen Lions Club operate in a more standardized way.
